Years ago when I worked as a LEO for a very rural township, I stopped a car for spotting just 5 minutes after curfew...
Ended up finding 2 nice buck in the trunk, but the best part of the stop was finding a rifle on the back seat that was stolen 6 months prior in a burglary!
 
Granted, most people that spotlight are out for the "entertainment" of doing it...but there are still a handful that use it as an opportunity to do evil deeds.
