Did they put in the courtesy dock at Loyalhanna?

Haven't fished the hanna for about 3 years now ....where is this dock located ?

Is the water quality still subpar in that area? I haven't been there for a while but I remember downstream of where Crabtree creek comes in, the Loyahanna was solid orange for a distance downstream.
