I believe they're halting construction during the Steelhead season so I'd imagine it will be available to anglers.

My son and I were there yesterday. Looks like a pretty big project and not near complete.

All tribs are closed this year to fishing. Stay home, don't go.

I see we have a comedian among us, and this year im gonna go buy a yellow stringer
and wear my orange deer hunting parka so everyone will have something to comment
about, but don't worry even if Walnut is closed to fishing I will be there every weekend
from late Sept to the middle of November just like every year so thanks for the heads
up about the tribs being closed.

Yellow stringers are so 2013.  Red rope stringers are the in thing this season.

Well no keeping for me this year, all my rope fell out of my boat and got run over by a passing vehicle.

Seriously, though, the guy who uses Wal Mart equipment, but can drift or work his flies/ lures/ bait flawlessly, will catch more fish over time than the guy with a 500 dollar rod and all the fancy bells and whistles. Thats all.

According to the Times News article they will be halting construction during the run. You will be able to fish the access, how much of it is yet to be seen.
