Agreed. But the bill was not ONLY about steelhead, but rather extended to ANY water that contained stocked fish and also included ANY water that those stocked fish "might" migrate to over time. So basically any glowing water that was either stocked in one section or any tributaries to water that was stocked in one section.

I agree its not a stupid argument but rather a friendly discussion.   The only way to figure things  out is to have dialog concerning these issues.  I would still like to see landowners recieve some type of break as a way of thanking them for letting us  fish on thier streamside property.

Property owners have the right to handle their property the way the want but once again, an awful lot of the posted water is being leased to big money

Just what percentage is there proof (not hearsay) of being leased of the available waterway in Erie? In PA?

I would be willing to bet a Teresa's Lake Shore Deli Nightmare Combo that it is a lot closer to 5% (or less) than it is 25%, and that does not translate into "an awful lot."

Are those good sections? Probably. Most good anything is got, bought, taken, stolen, what have you first. That is why there is an old mobile home for sale for $1M in the Hamptons. It's not for the structure, but for the location.

Leased land or land that only allows certain guides in with clients ? Not sure if these guides are leasing or just have private privilege entry. Below Follies down to the Gundgenville Bridge on down to I-90 (Beckman Road stretch). That's a lot of water on Elk Creek (see map) also probably the best holding holes on all of Elk Creek hands down!! I'm not picking a side I see both sides of this issue. I watched this explode over the years and it looks like it will continue to be an issue in years to come. Hopefully the sport of fishing will prevail for the good of all!

I have watched it going downhill fast the last 10 years but I have a good memory and I guess that will be about all there is left to my idea of steelhead fishing, I watched it erode on the Big Manistee in Mich, due to money,guides and leased land and that was wild country, I will say all of the property owners I asked permission to fish were very nice and only had nice things to say about the sport. Once someone finds out there is money to made from something such as this sport it goes to the devil

Captain Hook is dead on about the stretch below Folllies.  It was great water to fish.  On a positive note, all those unmolested fish (except for those played with by guides and their clients) have to come back downstream in the spring.  Between these posted sections giving the fish a break for the winter and the frozen over creeks the last few years, I have had some great "drop back" fishing in the spring.

It is what is!  Money is important and everyone wants it.  All i can say is thank you to the many land owners that do let us fish thier stream side property.   Id pay 125.00 a year extra to have unlimited streamside access , but allowing land owners to declare land within visual site safety zones.  Don't fish it but pass through quickly, of course this being the landowners choice.   Kids under 16 free of course.

Most people would not know how much of Elk is not even fishable unless they were to walk the stream. By being unfishable meaning no holding water just smooth flat,shallow bottom.

Approximately 8 miles of ELK is posted, all great water. Still a ton of open water to fish in Erie County, most people choose not to explore a lot of it and that's their first mistake if you want to find good fishing and solitude.

wow!!! Why does everyone keep telling every one to get out and explore. The more yo yo's you have exploring the more posted property your going to have. If you have to tell them to look for a place to fish, those are the type of people you should be sending to the access areas not to private property. This is almost like spot burning, keep it up and every thing will be posted.

Because thats how all of us locals have done it. Years ago. Long before the Muphere invasion. Invading someones property to look for a place to fish is not what is being suggested here. Talking to the land owners and asking permission is. You'd be surprised how much posted property the land owners will let you have access to if you simply ask them for permission.

But getting back to the earlier discussion posted (private property rights) vs. leased (making money off the fish resource, presuming that is a valid point), how much of that 8 miles is leased, and further, what percentage of all steelhead water is that?

What is Elk Creek, 17 miles or so? .......WF...if 8 miles are posted, thats a high percentage...The water downstream of Follys was a great section. Some really nice winter fishing areas.

This is the point I have been trying to make,if half of the stream is posted and a very large part of what is left is unfishable it sure does not leave much of that beautiful stream to fish. Not being a resident of the state I was hoping someone from Pa could make a difference without peoples right to privacy being violated. High water marks might work?

What you write is mutually exclusive. If people are allowed to enter any part of private property, their private property rights have already been violated.

If I had a house, particularly s nice one, that had Elk Creek less than 100 feet off my back porch, I fong want to be disturbed by folks up to the high water mark. Especially at or before first light every weekend day from September to May.

Ok, would it be fair then for the state to stop putting public fish into these waters. The property owners would not have to put up with fishermen and the money for the fish could be put elsewhere or in waters that are not so heavily posted?

The mind set is; the state stocks the fish and the angler buys a license so, the angler has a right to those fish.   The argument is, the property owner bought the property and pays a annual tax so the property owner deserves to do as they see fit.   But, the water that holds the fish that the state stocked and the angler paid for with the purchase of a license; flows through the property of the owner that bought the land he/she pays taxes on.    The angler is not happy with being able to fish open water that holds the fish that they paid for, with the purchase of a license so, the angler wants to trespass the land of the owner who paid for the property that he/she pays taxes on because, the fish the angler  paid for, with the purchase of a license, swims in the water that flows over the land the property owner bought and pays taxes on.
 
That being said; I would like to know (a) how many fish does one angler own by purchasing a license and (b) if a person can lay claim to x amount of fish with the purchase of a license then, how many fish can a property owner lay claim to, with the purchase of a license?
 
Perhaps a simple change in the wording of a sign would solve this dilemma.  "POSTED: I have a license; these are my fish."

I don't believe 8 miles of Elk is posted either. But lets face some facts that stretch I described is large and no doubt the best holding and staging Steelhead water on all of Elk Creek and it is posted. The problem with Elk Creek and other Erie tributary waters is the holding holes are stretched so far apart that in a one mile run of water your lucky if there are 5 or 6 holding areas to fish. There is a lot of dead water on these creeks I mean water that holds little or no fish. Elk runs so shallow at times that the holding holes are the only place you will find fish. With the posting of more areas it just puts even more people into already stressed fishing water ! It' not a good situation for future Trout fishing along these waters. Too many people and not enough access water to fishermen will take it's toll on Steelhead fishing. I think it has started showing up the last few years. Eventually less fishermen will equal less stocking money and less cash for Erie business's. Fall fishing use to be a busy time along the Erie shores but these setbacks will cut that short into the future. Wish there was an easy answer but I don't see any in sight for future Erie Steelhead fishing. It's sad that a lot of kids that will miss out on a great seasonal outdoor sport that we enjoyed!
