What it usually ammounts to is using a very fine abrasive to decrease the size of the male ferrule or to open up the diameter of the female ferrule. I have used very fine steel wool down to baking soda and toothpaste to lap a ferrule. The best abrasive is rubbing/lapping compound. In cases of severe damage I have even had to heat a female ferrule and re-size it with the blunt end of a drill bit since most old ferrules were made in 1/64ths. It can be time consuming but when done properly the rods slip together and apart very smoothly, and the rods' action is better. It is usually the sign of a well built rod.
