If they are Rusty Crayfish, the answer is no http://www.fish.state.pa.us/rulemakings/notices/05_10_17rusty.htm http://www.fish.state.pa.us/newsreleases/2005/rusty_cray.htm Don't know how you tell a Rusty from other craws though, but if the second article above, you'll see that they are native to waters in Ohio, Kentucky & Tennesee. Otherwise, I'd say wait till you talk to someone from the Fish Commission. Crayfish are not listed as baitfish per se as kjjm4 pointed out, and are instead listed as fishbait. But, I know when you go to Walmart or a convenience store for worms, you're buying Canadian nightcrawlers. My bet is that most maggots, waxworms & meal worms don't start out in PA either. Seems like a pretty gray area here, so if you use 'em, you'd be doing so at your own risk.
