No offense, but if you seen him indeed do this, why would you not call the law enforcement ? I have never seen a warden tolerate someone abusing animals. I am a animal lover and I know personally I would not have tolerated this behavior. Did more than 1 other person see him do this ? This is indeed a time when you confront the person and get his information, weather it a license plate or a fishing license number. I know most people think that anymore you can not confront people when they are displaying rude behavior, but there is power in people. I was out at Clear lake last weekend and seen 3 idiots in a boat duck hunting. They would row over to a group of ducks in the water and all three of them would stand up and each pump 3 shots into the group. Needless to say I seen them take well over 15 ducks. So, I trolled right over to their boat and asked them if they were taking more than they should. Of course I was treated rudely by them. I told them to either leave immediately (I already had their boat registration number number), or I would call the authority's. One guy called my bluff - so I borrowed my buddies cell phone and called the game commission right while I was beside their boat. Needless to say, they left in a hurry. I don't know if they got caught or not, but I let the warden know that they are pretty much out there every weekend. A lot of people complain that the wardens do not do their job, but if they don't know what's happening, how can they enforce it ? It's a shame to see crap like that happen to any animal.......
